略论“民营经济”

On the nongovernmental economy

一些党政部门、社会团体、电视、广播和报刊等运用了“民营经济”这个名称 ,其内涵多是指个体、私营经济 ,或是将“民营经济”与“个体经济、私营经济”等同起来。我国的《宪法》条文和国家统计局的统计报表均未用“民营经济”这个名称。有的报刊解释说 ,“民营经济”是除国有经济以外的经济。这样的划分太笼统 ,缺乏准确的划分标志 ,容易产生误会和错觉 ,不利于准确地分析社会经济现象和进行科学决策 。

The economic category of'the nongovernmental economy'is used by some Party and Government departments, public organizations, TV stations, broadcasts, newspapers and periodicals, and so on. It mainly refers to the self employed economy and the private sector of the economy or it is considered equally with the latter. Up to now we can not find it in the clauses of our Constitution and the statistical graph from the State Statistics Bureau. Some newspapers and periodicals explain that'the nongovernmental economy'is the economic category excluding the state owned economy. This division is too general to accurately compartmentalize social and economic phenomenon .It may mislead us and give people a false impression easily because of the absence of an exact criterion, so it must be clarified.
