改革开放20多年来,新疆非公有制经济发展很快,已经成为当地一支重要的改革、发展和稳定的力量。目前,新疆非公有制经济发展环境总体上趋向好转的。同时,存在四大制约因素。为进一步促进非公有制经济健康发展,新疆必须完善投资政策、政府服务、融资保障和资本运行四大机制。

The paper summarizes the development of non-state-owned enterprises of Xinjiang and points out the four major constraint factors of their further development and suggests that four dynamic measures should be adopted to quicken their development.
