The very important motivation on economic devlopment is human resources.The exploitation of the west of China should begin with the exploitation of human resources,as the key of the exploitation of human resoures is to develop education,to enlighten the wisdom of population and to draw and dry to keep the qualified personnel and to make the full use of the existing human resources.This is the most basical long-term scheme of the developmtent of the west.The reason is that people is the first factor.
