向国家工作人员介绍贿赂在本质上不足以成为介绍贿赂罪的全部。将向单位介绍贿赂纳入介绍贿赂罪的成立范围 ,是刑法结构严密化的要求 ,在不扩大处罚范围的前提下 ,体现了刑法严惩贿赂犯罪的精神 。

In essential, one major part of the crime of introducing a bribe is to introduce people to bribe state civilian officials according to the criminal law. This paper holds that to introduce somebody else to bribe state administrative establishments should also be regarded as a crime. This accords with the demand of compact structure of criminal law and embodies the spirit of criminal law of severely penalizing bribery crime, and also conforms with the practical situations of judicial practice.
