摘要
受传统计划经济体制的限制 ,经济特区创办初期的投资环境很不完善 ,实行特殊优惠政策与市场经济所固有的平等竞争原则相背离。随着计划经济体制向市场经济体制转变 ,经济特区原来实行的特殊的优惠政策必然要作相应调整 ,甚至逐渐淡化。伴随我国加入WTO及经济全球化进程的迅速推进 ,政府管理体制效率的高低将直接关系其在全球经济中竞争力的强弱 ,这就要求特区政府必须转变职能 ,把工作重心放在创造高效率的市场环境上来。
Due to the restricting of the planned economy system,the environment of investment at the earlier stage of the SEZ is not perfect.To carry out the special preferential policy deviates from the principle of the equality and competition of the market economy.The special preferential policy must be adjusted to adapting to the market economy system.Now China has acceded to WTO and the time of the economic globalization is coming.To improve the efficiency of the government management is very vital to its capacity of competition.The government in SEZ must change its function and create a high efficient market environment.
