Analysis on the Management Status of the Specified Channels for Animals and Animal Products Entering into Liaoning Province

当前畜禽及其产品调运活动频繁且迅速,动物卫生监督检查站在防范动物疫病传播中发挥了重要作用。但鉴于交通路网的规划革新,原有检查站设置已难以充分发挥防疫屏障作用。本文介绍辽宁省指定通道建设及分布情况,阐述了其在控制输入性动物疫病传播,把控动物及其产品的输出安全,助推重大动物疫情的控制和扑灭等方面的积极作用。也指出当前存在公路增多冲击防疫屏障体系,指定通道作用被弱化,高速绿色通道存在较大动物疫病传播风险等突出问题。由此提出建立联防联控工作机制,调整优化部分检查站,严惩违法行为,做好法律法规宣贯等有关思考,以期充分发挥动物卫生监督检查站作用,提升动物疫病防治效果。

With the transportation activities of livestock and poultry and their products becoming more and more frequent, animal health supervision and inspection stations have played important roles in preventing the spread of animal diseases. However, in view of the planning and innovation of the traffic network, it is difficult for original inspection stations to effectively play the role in preventing the epidemics. In this paper, the construction and distribution situation of designated channels in Liaoning Province was introduced, and its positive roles were also described in aspects of strictly controlling the spread of exotic animal diseases, ensuring the safety of exported animals and animal products and controlling and culling major animal epidemics. Meanwhile, some serious problems were pointed out, such as the animal disease prevention system was confronted with impact from the increased roads, the role of designated channel was weakened, as well as the high-speed green channel had the risk of spreading major animal diseases. For the purpose of giving full play to the role of animal health supervision and inspection stations and improving the prevention and control effects of animal diseases, it was proposed to establish a joint prevention and control work mechanism, adjust and optimize some checkpoints, severely punish illegal activities, and to do a good iob in publication of laws and remalations, and so on.
