云南省辖市(州)级森林资源数据与林政管理的关系研究

Relations between Forest Resources Data and Forest Administration at City(State) Level in Yunnan Province

介绍森林资源一类调查、二类调查、三类调查等获取森林资源数据的方法,阐述不同调查方法所获取数据的具体性或抽象性,以及在不同级别林政管理工作中的适用性。基于此,认为随着社会经济快速发展,林政管理难度不断增加,省辖市(州)林业主管部门涉及的具体林政管理事务也不断增加,应该采用二类调查所获森林资源数据进行相关管理,才能使数据与管理属性相匹配。

This paper introduced the methods of getting data in the continuous forest inventory, the forest resource inventory and planning and the forest operating inventory, illustrated the concreteness and ab- straction of the data and analyzed their applicability in the forest administration at different levels. The management would be more difficult and the specific affairs of city (state) forestry authorities would in- crease with the social and economic rapid development. This paper suggested to adopt and manage the data of the forest resource inventory and planning to make the data matching the management properties.
