摘要
经多年努力,青海省海东市南北山的造林绿化取得了一定成效,初步建成山地森林生态系统,创新了造林模式,相继建成惠民景区,推动了农村产业结构调整。文中对造林绿化中存在的重造轻管、配套设施较差、土地权属不清、缺乏资金等问题进行分析,提出海东市南北山造林绿化的技术路线,从规划布局、分类设计、科技创新、巩固成果、资金筹措、创新机制、严格执法等方面提出了发展策略。
Based on years of efforts, the afforestation at North-South Mountains in Haidong City, Qinghai Province has achieved certain success, the mountain forest ecosystem has been initially built, the afforest- ation mode has been innovated, the people-benefit scenic areas have been built successively, and the ru- ral industrial structure has been adjusted. This paper analyzed the existing problems, such as stressing af- forestation but neglecting management, facility backwardness, unclear ownership and capital shortage, and put forward the technical route and strategy from planning layout, classification design, technology innovation, achievement consolidation, money mobilization, mechanism innovation, law enforcement ad- ministration.
