人民监督员制度是集人民性与监督性于一体的社会监督形式,是近年来检察机关主动接受外部监督,促进司法公正的体制机制创新。制度从局部试点到全面推行,不断探索,逐步完善,在取得良好社会效果和提升司法公信力的同时,人民监督员制度依然有值得改进和完善的地方,如人民监督员的选任和管理方式,监督的范围和手段,职务保障等,都是人民监督员制度改革的重点。

The people's supervisor system is a form of social supervision with the integration of people and supervi- sion and also is an institutional mechanism innovation of procuratorial organs by accepting external supervision and promoting judicial justice in recent years.The system has been explored and perfected step by step from partial pi- lot to full implementation.While achieving good social effects and improving the credibility,of the judiciary,the people's supervisor system is still worth improving and perfecting.The selection and management of people's su- pervisors,the scope and means of supervision,job security and so on are all the focus of the system reform.
