政策工具视角下中国城市矿产政策效果评估

Effect evaluating of China's urban mining policy from the perspective of policy instrument

通过搜集2003-2016年中央政府颁布的148项与城市矿产相关的政策,将这些政策划分为三种类型,即规制型政策、经济激励型政策和社会型政策。从政策力度、政策措施和政策目标三个维度对城市矿产政策的效力及实施效果进行了量化评估。结果显示:政策数量及其效力均大幅增长;不同类型政策的比例尚处于失衡状态,规制型政策所占比重较大,经济激励型和社会型政策较为薄弱;政策效力与实施效果之间存在偏差,效力值高的规制型政策其实施效果并不理想,而效力值次之的经济激励型和社会型政策的实施效果则较为明显。

By collecting 148 policies of urban mining industies issued by Central Government from 2003 to 2016,this essay devides them into regulatory policy instruments,economic incentives policy instruments and social policy instruments,and it also develops the quantitative criteria of urban mining policy from three dimensions of policy power,policy measures and policy goals. The results show that: Firstly,the number of urban mining policies promulgated by Chinese government and the overall effectiveness of them has achieved substantial growth;Secodly,the proportion of different types of pollicies imbalance,and the proportion of regulatory policy instruments is too large,insufficient attention is paid to economic incentives and social policy instruments; Thirdly,the effect of policy instruments go awry with government policy performance,and the regulatory policy instruments effect is not perfect; On the contrary,economic incentives and social policy instruments are better.
