我国残疾人社会救助的现状、困境及应对策略

The Present Situation,Difficulties and Coping Strategies of Social Assistance for the Disabled in China

根据中国残疾人事业统计年鉴(2007—2016年)和统计公报中有关残疾人社会救助的数据,对近10年我国残疾人社会救助发展状况进行纵向时序分析,并对我国残疾人社会救助情况进行省际比较。分析我国残疾人社会救助面临的发展困境:社会对残疾人救助存在认知误区、残疾人社会救助体系不能完全满足新时代残疾人发展需要、残疾人社会救助法律体系不完善、残疾人社会救助区域不平衡、存在体制性障碍等问题。完善我国残疾人社会救助体系应该更新残疾人救助理念、构建新时代残疾人社会救助体系、健全残疾人社会救助法律体系、完善残疾人社会救助政策体系、推动残疾人社会救助平衡发展、积极引导社会力量参与残疾人社会救助。

Based on the Statistical Yearbook of China Disabled Persons (2007-2016)and the data about social assistance for the disabled in the statistical bulletin,the paper conducts a longitudinal time series analysis of the development of social assistance for the disabled in China in the past 10years,and compares the situations of social assistance for the disabled between different provinces in China,and analyzes the predicament of social assistance for the disabled in China,including the misunderstanding of social assistance for the .disabled,the inability of social assistance system for the disabled in the new era,the imperfection of legal system for social assistance for the disabled,the regional imbalance of social assistance for the disabled,and the existence of institutional obstacles.Finally,the paper puts forward some suggestions: renew the concept of social assistance for the disabled,construct a social assistance system for the disabled in the new era,improve the legal system of social assistance for the disabled,improve the policy system of social assistance for the disabled,promote the balanced development of social assistance for the disabled, and actively guide social forces to participate in the social assistance for the disabled.
