基于农户感知的陕西省退耕还林工程区乡村振兴指数测度

Measurement of Rural Revitalization Index in the Returning Farmland to Forest Land Based on Farmers’ Perception in Shaanxi Province

文章对陕西省退耕还林区乡村振兴战略的内涵进行阐释,采用层次分析法构建陕西省乡村振兴指数体系;从农户感知视角,采用模糊综合评价法,测算陕西省乡村振兴指数并进行分析。研究结果表明:陕西省乡村振兴指数体系中,生活富裕、产业兴旺、生态宜居、治理有效和乡风文明重要性依次递减;陕西省农户对乡村振兴指数综合评分为3.4332,生态宜居、乡风文明、生活富裕、产业兴旺和治理有效评分分值依次递减,评分结果均处于一般及以下水平,乡村振兴提升空间大;退耕还林政策对农户乡村发展水平感知的影响显著,可作为乡村振兴战略高效实施的着力点。结论可为陕西省乡村振兴战略的顺利落地和高效实施提供借鉴。

In this paper,the connotation of Rural Revitalization Strategy in Shaanxi Province was explained,and the index system of Rural Revitalization in Shaanxi Province is constructed by AHP.From the perspective of farmers'perception,the Rural Revitalization index in Shaanxi Province was calculated and analyzed by fuzzy comprehensive evaluation method.The results showed that:(1)In the index system of Rural Revitalization in Shaanxi Province,the importance of well-off life,flourishing industry,livable ecology,effective governance and rural civilization decreased in turn.(2)The comprehensive score of Shaanxi rural households on Rural Revitalization index was 3.4332,and the scores of ecological livability,rural civilization,well-off life,industrial prosperity and effective governance decreased in turn.The scores were in the general and lower levels,and Rural Revitalization had a large space for improvement.(3)The policy of returning farmland to forestry had a significant impact on farmers'perception of rural development level,which could be regarded as the focus of effective implementation of Rural Revitalization Strategy.The conclusion could provide reference for the smooth landing and efficient implementation of the Rural Revitalization Strategy in Shaanxi province.
