我国林业标准制定工作现状及发展对策研究

Study on Present Situation and Development Countermeasures on Forestry Standards Formulation in China

文章阐述了我国林业标准制定(发布)的总体情况,1987-2016年的统计数据表明,林业标准发布数量排名第一、第二、第三的年份分别对应一个林业分类标准发布数量最多的年份的规律;并针对林业标准中国家标准和行业标准的制定(发布)现状进行了分析。剖析了林业标准制定中存在的因对标准制定的范围未吃透而导致盲目立项;标准内容重复、交叉、零散;标准的指导性、实用性差等问题。讨论了林业标准制定过程中应遵循的相关原则,并提出推进林业标准化的相关建议。

This paper expounded the general situation of forestry standards formulation(release) in our country.The statistical data from 1987 to 2016 showed that the years of the released forestry standards number ranking first,second and third respectively corresponded to the year of the largest number of released forestry classification standards. It analyzed the present situation of the formulation(release) of national standards and industry standards in the forestry standards. The problems existing in forestry standards formulation were the following: as leading to blind project for not understanding the scope of standard formulation completely; the standard content being repeated, crossed and scattered; standards’ guidance and practicality being poor. It also discusseed the relevant principles to be followed in the formulation of forestry standards.
