中国改革开放40年的基本经验,如与改革开放前相比,最根本的是,中国共产党战略定位上的两大调整和坚守:一条是重新认识和调整了与资本主义及其世界体系的关系,一条是正确认识和解决了对中国走上社会主义道路及所建立的社会主义制度的历史方位及所处阶段的科学判断并将这一判断确定为在中国发展很长时期内党的路线战略和政策的基石。中国的改革开放的实质,可以简单概括为在内外制度体制政策上全面调整与资本主义及其世界体系的关系,就是充分正视和重新寻找在经济文化相对落后的国情和全球大环境下社会主义现代化发展现实可行的中国道路。认真总结相关基本经验,对21世纪的中国特色社会主义新时代的健康发展仍有极其重大的战略意义。

The basic experience of China's 40 years of reform and opening-up,compared with the situation before the reform and opening up,is fundamentally represented by the two major adjustments and adherences in the strategic positioning of the Communist Party of China:one is to re-understand and adjust its relationship with capitalism and its world system,and the other is to correctly understand and solve the issue concerning the scientific judgment on the historical orientation and stage of China's socialist path,and the established socialist system,and to determine this judgment as a long period of development in China,which is taken as the cornerstone of the Party's guideline and basic strategic policy.The essence of China's reform and opening-up can be simply summarized as the overall adjustment of its relationship with capitalism and its world system in internal and external institutional system and policies.It is to fully face up and re-identify the national conditions with the relatively backward economy and culture and the socialist modernization under the global circumstances for the development of a realistic and feasible Chinese path.To seriously summarize relevant basic experiences is still of great strategic significance to the healthy development of the new era of Socialism with Chinese characteristics in the 21^st century.
