京津冀职业教育协同发展:现实审视与困境突破 被引量:5

摘要 京津冀职业教育协同发展是一个跨行政边界、关涉多主体、且时效滞后的复杂性过程与复杂性实践。自2014年2月京津冀协同发展上升为国家重大战略以来,"多维度"与"多样态"的京津冀职业教育协同发展实践轰轰烈烈地在京津冀三地展开;审视名目繁多的京津冀职业教育协同发展实践,发现内生动力缺乏与"碎片化"协同问题日益凸显;基于此,重构增进"公共价值"的核心理念、实现京津冀职业教育协同治理,是进一步深入推进京津冀职业教育协同发展的关键。 The coordinated development of vocational education in Beijing-Tianjin-Hebei Region is a complex process and complexity practice that crosses administrative boundaries,involves multiple subjects,and lags behind time.Since the coordinated development of Beijing-Tianjin-Hebei has become a major national strategy in February 2014,the practice of "multi-dimensional" and "diversified"coordinated development of vocational education has been vigorously launched in Beijing,Tianjin and Hebei. After examining the practice of coordinated development of vocational education in Beijing-Tianjin-Hebei Region,it is found that there is a lack of endogenous dynamics and the "fragmentation"of coordinated development.Based on this,the key to further promoting the coordinated development of vocational education in Beijing-Tianjin-Hebei Region is to reconstruct the core concept of promoting "public value"and realize the coordinated governance of vocational education in Beijing-Tianjin-Hebei Region.
