智慧专业化是当前关于区域创新发展的新理论和新战略,它为区域经济发展提供了新方法和新思路,受到国外学界和政界的充分肯定。在理论和实践的双重推动下,智慧专业化成长研究已然成为关注热点。智慧专业化发育和成长的基石是创新分工、创新扩散以及优势积累理论;推动智慧专业化成长的动力主要有精细的市场定位、广泛的合作以及通用技术的研发;搭建智慧专业化实施框架的成长模型先后有三螺旋、四螺旋以及五螺旋模型;在实践层面,探索和推动智慧专业化发展的具体政策主要集中在科技、投资、及监测和评估等方面。

Smart specialization is a new theory and a strategy for regional innovation-driven development.It provides new methods and new ideas for the development of regional economy,so it's fully advocated by foreign scholars and politicians.Due to .the dual impetus of theory and practice,the research on the development of smart specialization has become a hot research topic.There are many factors related to the topic.The theories of division of labor in innovation,diffusion of innovation and advantage accumulation are concepts forming the cornerstone of smart specialization.The driving forces advancing smart specialization basically include three parts:market niches,wide cooperation and general purpose technologies.Three models used to construct an implementation framework for smart specialization come successively from analysis of triple helix model,quadruple helix model and quintuple helix model.In practice,policy instruments pushing smart specialization forward are focused on science and technology,investment,monitoring and evaluation.
