政府资助影响医药产业技术创新的系统动力学建模与讨论 被引量:1

Analysis and modeling of system dynamics for influence of government subsidy on technological innovation of pharmaceutical industry

摘要 本文旨在探索政府资助影响医药产业技术创新的动力机制,为完善我国医药技术创新激励政策、提升医药产业技术创新能力提供参考。通过建立系统动力学模型,揭示政府直接资助、税收减免影响医药产业技术创新的路径及反馈机制。政府资助对医药产业技术创新的影响包括简单输血机制、带杠杆的输血机制、政府激励下的造血机制,后2种机制对促进企业技术创新投资更重要。有效的技术创新资助必须与医药产业技术创新动力机制契合,多采用税收减免,多资助基础研究,是优化我国医药产业技术创新资助政策的方向。 The aim of this article was to explore the dynamic mechanism of the influence of government subsidy on technological innovation of pharmaceutical industry and provide reference for improving the incentive policy of pharmaceutical technology innovation and the technological innovation ability of Chinese pharmaceutical industry.A system dynamic model was set up to reveal the path and feedback mechanism through which the direct subsidy and tax relief by the government affect the technological innovation of pharmaceutical industry.The influence of government subsidy on the technological innovation of pharmaceutical industry include simple blood transfusion mechanism,leveraged blood transfusion mechanism and hematopoietic mechanism under government incentive.The latter two mechanisms are more important for promoting technological innovation investment of enterprises.Effective technological innovation subsidy must match dynamic mechanism of technological innovation in the pharmaceutical industry.More tax relief and funding for basic research are the directions of optimizing subsidy policy of China's pharmaceutical industry.
