摘要 针对水电建设项目评标优化决策问题,综合考虑报价、商务、技术等评标影响因素,从中选取关键指标,构建了水电项目评标优化评价指标体系,结合定性与定量分析,建立了基于RS-AHP-LSM赋权和FCE的水电项目评标优化决策模型,并在此基础上,对某水电企业的多家供应商的相关数据进行了算例验证,对各中标方案进行了对比分析,验证了所提方法的有效性,为水电企业科学、正确的选择中标单位提供决策支撑。 In order to solve the problem of hydropower project bidding optimization and decision-making,key evaluation indicators are firstly selected and the evaluation index system is constructed after comprehensively considering the influencing factors of quotation,business and technology,and secondly,the hydropower project bidding optimization and decision-making model based on RS-AHP-LSM combination weighting method and FCE method is established by the combination of qualitative and quantitative analysis.A case study is carried out for the bidding data of a hydropower enterprise,and the bidding schemes are compared.The results prove the effectiveness of proposed method.
