公民教育智库建设的国际比较及启示——以美国、澳大利亚和德国三国公民教育中心为例 被引量:6

摘要 公民教育智库作为影响政府教育决策和推动教育改革与发展的核心力量,在促进公民教育政策实施、制定公民教育国际拓展策略、传播国家主体价值理念等方面都发挥着重要的作用。在当今凸显国家特色教育的时代背景下,中国也着力投入建设具备中国特色的新型公民教育智库的工作中,通过智库提供智力支持对公民的教育资源进行优化完善。美国、澳大利亚、德国是三个拥有丰富智库建设经验的典型国家,其公民教育智库建设经验的运作模式和主要职能,及其国家公民教育智库的特征,对我国在智库建设过程中所遇到的问题和不足,可以提供参考及应对之策。 Civic education think tanks are the motive force influencing government education decision-making and education reform and development,playing an important rolein promoting civic education policies,formulating international expansion strategies for civic education,and disseminating the nation’s value and moral pursuit. As education oftenmanifests a country’s characteristics in the current era,China is also investing heavily inthe construction of a new type of civic education think tank with Chinese characteristicsaiming to optimize and improve educational resources. Three typical countries,i.e.,theUnited States,Australia,and Germany,are analyzed in the article targeting at their abundant experience in the construction of civic education think tanks from the dimensions ofoperational mode and functions,so as to provide reference and countermeasures in view ofthe problems and deficiencies encountered in the process of the construction of civic think tanks in China.
