摘要
2015年底,英国政府引入"教学卓越框架",展开了新一轮高等教育教学质量提升计划。"教学卓越框架"旨在通过提供更加透明的关于教学质量的信息来为学生及用人单位做出有效选择提供帮助,并将评估结果与学费上涨挂钩,从而以市场竞争促进教学质量提升。从首轮实施情况来看,"教学卓越框架"在标准框架、量化计算、决策及评估过程等方面都形成了鲜明的特征。然而,关于"教学卓越框架"的争议也一直不断,涉及其评估目的、评估方法、评估结果及应用等。对"教学卓越框架"实施进展及争议的分析,可为我国开展高等教育教学质量评估、提升高等教育教学质量提供一定的思考与借鉴。
By the end of 2015,the British government introduced the "Teaching Excellence Framework"(TEF),launching a new round of higher education quality improvement program. TEF aims to help students and employers to make rational selections by pro-viding more transparent information on the quality of teaching,and to link the assessmentresults to tuition fees rising,so as to promote the teaching quality by market competition.Analysis on the first round of implementation of TEF has shown its distinctive features onthe standard framework,quantitative calculation,decision-making and assessment process,etc. However,the controversy over TEF has been ongoing which involves the pur-pose,methods,results and application of its assessment. Discussion on the implementationprogress and the controversy of TEF can provide some consideration and reference for theteaching quality evaluation and enhancement in higher education of China.
