共青团改革背景下青年干部的培养逻辑——基于民主革命时期青年干部培养的思考

The Fostering Logic to Young Cadres under the background of Communist Youth League Reform——Based on the Thinking of Fostering Young Cadres in the Period of Democratic Revolution

民主主义时期,在中国共产党的领导和关怀下,共青团把加强和改进干部教育培训工作作为增强组织政治特性的一项基础工程,置于民主主义革命时期青年运动变迁宏大背景下,青年干部教育的发展有其鲜明的时代风貌和典型特征。根据当前共青团改革背景下新时代党对青年干部培养要求,总结了民主主义革命时期青年干部教育的经验,为的是加强其在干部队伍建设中的先导作用、基础作用和战略作用,建设好党在青年工作领域中具有特色鲜明政治学校。在青年干部的教育上突出政治,把握青年干部教育培养的新动向,实现分类培训与按需培训有机结合,构建具有青年干部教育特色的团课教育体系,优化中央、省、市各级青年干部教育联动机制。充分发挥青年干部教育的主阵地、主渠道作用,有效利用各类优质培训资源,构建全国青年干部教育培训新格局。

In the period of democratic revolution the Communist Youth League(CYL),under the leadership and care of Communist Party of China,regarded the strengthening and improving education and training work of cadres as a basic project of enhancing the feature of organization and politics,and the distinct time style and typical feature were shown in the development of education to young cadres under the great background of youth movement during the democratic revolution.According to the requirement of the Party for fostering young cadres under the current background of CYL reform,this article summarizes experiences of education to young cadres during the period of democratic revolution in order to strengthening the role of CYL in leadership,basis and strategy and building the political school with distinctive characteristics for the Party in the field of youth work,suggests giving prominence to politics in the education to young cadres,grasping the new trend in educating and fostering young cadres,realizing the dynamic combination of classified training with on-demand training,constructing the educational system of CYL classes with characteristics of education to young cadres,and optimizing the linkage mechanism of central,provincial and municipal levels in education to young cadres.It proposes to give full play of the education to young cadres as main position and main channel,effectively use all kinds training resources of high quality,and establish new pattern of national education and training to young cadres.
