浅析日本养老服务体系构成及启示——以日本护理保险建立前为核心

A Brief Analysis of the Composition of Japan's Pension Service System and its Enlightenment to China——Before the Establishment of Japanese Nursing Insurance as the Core

文章在梳理日本护理保险实施前养老服务体系的发展及构成的基础上,探讨日本各级政府在养老服务体系中的责任,分析日本进入老龄化初期阶段养老服务体系对我国的启示,以期对我国养老服务体系的完善和护理保险的尽早推广提供理论参考。

Japan,which entered the aging society in 1970,implemented the "golden plan"10-year strategy from 1989-to alleviate the aging problem,and implemented the nursing insurance system in 2000after 10years of experience.Before the establishment of the Japanese nursing insurance system,the experience and lessons in its exploration stage have a profound impact on western countries as well as Asian countries.In particular,for China,a series of old-age care services developed since 2000are very similar to Japan's oldage care services in the 1990s,which has more reference significance for China.Therefore,on the basis of analyzing the development and composition of the old-age care service system established by Japanese nursing insurance,this paper discusses the responsibilities of Japanese governments at all levels in the old-age care service system.This paper analyzes the enlightenment of Japan's initial elderly care service system to China in order to provide theoretical reference for the improvement of China's elderly care service system and the early promotion of nursing insurance.
