摘要
"一带一路"地区贫困人口占比高、社会福利水平低,亟须能够提升社会福利的国际援助。当前贸易战骤起、发达市场有效需求不足,中国经济也需要新的市场。习总书记指出:"经济全球化时代,没有哪个国家可以独善其身"(1),要增强人类命运共同体意识。为周边中低收入国家和居民提供社会福利和基本保障方面的援助,不仅有利于当地居民,也有利于中国自身。为何对落后国家提升社会福利的国际援助长期处于紧缺状态?为何发达国家的援助在提升社会福利方面的效果不明显?如何更有效地提高中低收入国家的社会福利水平?都需要大量的研究。通过分析广义的社会福利所具有的国际公共产品性质,从国际公共产品供给理论出发,将社会福利按照其目标领域进行分类,对症下药确定社会福利供给的方式,或可为我们解答以上问题提供一个良好的视角。
The "One Belt and One Road"area has a high proportion of impoverished people and low levels of social welfare,it is in urgent need of international development assistance .The surge in trade wars and insufficient effective demand in developed economies make China in need of new markets. As the largest and fastest-growing country in the region,China has both the ability and the impetus to provide international development assistance and supplement international public goods (IPGs).In order to provide development assistance more effectively,it is necessary to study the optimal delivery method.Drawing support from the supply technologies of IPD theory,classifying international aids by its target area and determining how the aid is provided based on the nature of the area,could provide us a more effective way and be an insightful perspective.
