民族地区精准扶贫研究:综述与展望

Discussion about the Core Competence of the Gerontological Social Worker and It's Trainning Strategy

随着脱贫攻坚的不断深入,深度贫困问题日益突出。深度贫困地区和民族地区具有地理区位上的耦合性,总结和反思民族地区精准扶贫的相关研究,可以为下一步我国更好地开展深度贫困治理提供智力支撑。主要从扶贫理念、扶贫过程和扶贫主体三个维度进行综述,研究发现,赋权和参与式扶贫理念难以落实,软干预与硬干预结合帮扶措施难以缓解深度贫困以及扶贫主体的协调性还有待改善。最后提出健全参与式扶贫体系、实施投资型扶贫政策以及加强多元主体合作,增强贫困户内生动力等消解深度贫困之策。

With the poverty alleviation deepening,the problem of deep poverty has become increasingly prominent.Because of the geographical location coupling in Deep poverty areas and ethnicareas summarizing and reflecting the relevant research on precision poverty alleviation in ethnic areas could provide inteUecmal support for the better development of deep poverty management in the next step.This article reviews the three dimensions of poverty alleviation:the concept of poverty alleviation,the process of poverty alleviationand the main body of poverty alleviation.It is found that the concept of empowerment and participation in poverty alleviation is difficult to be implemented.The combination of soft intervention and hard intervention is difficult to alleviate the depth of poverty and the coordination of the poverty alleviation subject should be improved.Finally,we put forward to sevel measures for improving the participatory poverty alleviation system ,implementing the policy of investment -based poverty alleviation,strengthen the cooperation of multi -subject,and strengthening the poverty alleviation policy.
