浅谈北京市燃气集团治理偷盗气现状与问题探究

A Brief Talk on the Status Quo and Problems of Governing theft in Beijing Gas Group

燃气关系国民经济命脉,关系千家万户。但是在现实生活中,部分用户通过私自改装燃气设施、燃气管道等盗气行为时有发生,偷盗气行为不仅严重影响正常的燃气经营秩序损害企业经济利益,对于国有资产及企业利益都造成了巨大冲击。同时仅侵占公共资源,对社会公共安全造成严重威胁,形成事故隐患,危害公共安全。近年来,偷盗气案件趋于团伙化、专业化;犯罪分子偷盗燃气的隐蔽化、智能化水平不断增强,导致查处难度较大。打击偷盗气,不仅是企业对于自身利益的保护,更是对于社会大环境的稳定、司法地位的守护的攻坚战。

Gas,involved with thousands of households,is related to the lifeline of the national economy. But in real life,some users are prone to stealing gas through privately refitting gas installations and gas pipelines.On the one hand,gas theft seriously affects the normal business order and damages the economic interests of enterprises,which has caused a huge impact on state-owned assets and the interests of enterprises.On the other hand,the embezzlement of public resources poses a serious threat to social and public safety,which forms a hidden danger of accidents and endangers public safety.In recent years,gas theft are normally committed by gangs,which seems more professional to some extent.The concealment and intelligence skills of criminals stealing gas have been continuously enhanced,leading to greater difficulty in investigation. Fighting against gas theft is not only the protection of enterprises'interests,but also the battle against the stability of social environment and the protection of judicial status.
