基于水利工程管理现代化及其评价指标体系研究

Study on Water Conservancy Project Management Modernization and Its Evaluation Index System

文章结合水利工程发展现状及相关要求,分别从水利工程管理手段、方法、水平、人才、体制建设等角度探讨了其基本的内涵并建立了指标体系,以辽宁省锦凌水库为例,对各指标权重利用层次分析法进行求解;然后,通过权重的加权平均计算客观评价了该水库的管理现代化实现程度。研究表明:文章所构建的指标体系基本能够涵盖辽宁省锦凌水库管理现代化的各个方面,评价结果能够真实反映管理现代化的实际水平。

Combined with the existing situation of water conservancy project development and relevant requirements,this study was to discuss the fundamental contents of water conservancy project management and to establish an index system in view of way,method,level,personnel and system construction. Taking the Jinling reservoir of Liaoning Province as an example,the analytic hierarchy process ( AHP) was used to solve each index weight; afterwards,to evaluate objectively the degree of this reservoir management modernization realized based on weight weighted average calculation. The study show that: the index system established in the paper can generally contain every respects of Jinling reservoir management modernization in Liaoning Province,and the evaluation results can reflect truly the actual level of management modernization.
