论政府投入与农村用水市场不匹配的困境及应对

A Study on the Mechanism and Ways of Dealing with the Dilemma of Mismatch between Government Investment and Rural Water Market

随着农民生活水平的不断提高,对于清洁、安全用水的需求也不断在增加。然而,农村用水市场作为整体用水市场的一个重要组成部分,长期以来面临着政府投入与农村用水不匹配的困境,部分地区自来水资源的季节性短缺和污染问题仍然存在,这与农村居民迫切的用水需求形成了鲜明的对照。在分析了农村用水安全需求的基础上,探寻了造成这种困境的4个原因,并针对这些问题,提出了解决的途径和对策建议。

With the continuous improvement of farmers'living standard,the demand for clean and safe water is also increasing. However,as an important part of the overall water market,the rural water market has long faced the dilemma of government investment and rural water mismatch.The seasonal shortage of water resources and pollution problems still exists in some areas of China,which indicates a sharp contrast between water supply and water demand of rural residents.Based on the analysis of rural water security requirements,this paper explored four main reasons for this dilemma,corresponding solutions and countermeasures were also proposed for these problems.
