党内权力运行的制约和监督途径探析

党内权力运行的科学规范是提高党的建设质量的题中之义,也是党的建设科学化程度和水平的重要体现。权力的异化、变质和滥用不仅销蚀政党的形象和权威,亦会对长期执政地位产生深远影响。加强对党内权力运行的制约和监督,就是要从有效制衡、强化约束、深度预防的角度进行制度设计,彻底阻断党内权力寻租的制度性渠道、查补权力运行失范的结构性漏洞,巩固反腐败斗争的压倒性态势。

The scientific regulation of the use of power in Party is important to improve the quality of Party building,and it is a key reflection of the scientific level of Party building.The power alienation,dissimilation and misuse do not only disgrace the Party and its authority,but also influence the Party's long-term ruling position.To strengthen the restriction and supervision of the use of Party's power,the system should be designed from the aspects of effective distribution,tightened constraints and deep defense,for which the purpose is to prevent the system channel of power rent-seeking within the Party,check for structural vulnerability of inappropriate running of power,and consolidate the overwhelming momentum of anti-corruption campaign.
