欠发达地区科技服务业创新发展研究——以青海省为例

Research on Innovation and Development of Science and Technology Service Industry in Underdeveloped Areas——take Qinghai province as an example

当前,青海省科技服务业政策体系完善,科技服务业发展迅速,实现科技与精准扶贫结合,不断提升农牧区信息化水平。但青海省科技服务业发展依然存在问题,主要体现在市场开放无序、投融资体系不健全、专业型人才匮乏、校企间信息不畅、企业缺乏核心竞争力。为探寻青海省科技服务业创新发展,文章介绍了美国、日本、德国科技服务业发展模式及经验,并结合现实提出青海省应注重集群效应、培养综合型人才、建设技术转移机构,加快创新服务、咨询服务、金融服务,为实现青海省科技服务业创新发展提供新思路、新方法。

At present,the policy system of science and technology service industry in Qinghai Province is perfect,at the same time,it is developing rapidly,which realizes the combination of science and technology and precision poverty alleviation,so as to continuously improve the level of information technology in agricultural and pastoral areas. However,there are still some problems in the development of science and technology service industry in Qinghai Province,which are mainly reflected in the aspects,such as disorderly market opening,imperfect investment and financing system,lack of specialized talents,poor information between schools and enterprises,and lack of core competitiveness of enterprises. In order to explore the innovation and development of science and technology service industry in Qinghai Province,in this paper,it introduces the development mode and experience of science and technology service industry in USA,Japan and Germany. Combined with the reality,it also puts forward that Qinghai should pay attention to cluster effect,train comprehensive talents,build technology transfer institutions,speed up innovative services,advisory services and financial services,so as to provide new ideas and methods for the innovation and development of science and technology service industry in the province.
