辽宁应对技术性贸易壁垒对策研究

Study on Countermeasures of Technical Trade Barriers of Liaoning Province

近年来,由于关税壁垒等逐渐削弱、质量和环保问题受到各国重视、贸易保护主义意识和行动加强等外部原因,以及政府、企业对国际标准认知不足、出口产品附加值低、创新研发投入不足、出口市场集中、国际标准和质量认证体系建设落后等内部原因,辽宁省出口贸易频繁遭遇国外技术性贸易壁垒。针对以上原因,从政府、行业协会和企业三个层面提出相关应对措施。

In recent years,Liaoning Province’s export trade frequently encounters foreign technical trade barriers for multiple external reasons and several internal reasons.The external reasons are gradual reduction of tariff barriers,the strengthening awareness and actions of trade protectionism,and more importance attached to quality and environmental protection by each country,etc.The internal reasons rely on insufficient awareness of international standards by governments and enterprises,low added value of export products,inadequate investment in innovation and R&D,concentration of export markets,lagging behind of international standards and quality recognition,etc.For these reasons,I propose relevant countermeasures from three levels: the government,industry associations and enterprises.
