行为公共管理学视角下政府决策的互动机制--基于环境型项目的分析

Interaction Mechanism of Public Decision-making from the Behavioral Public Administration Perspective: An Analysis Based on Environmental Projects

随着经济的发展与社会的转型,我国已进入一个利益多元化、矛盾复杂化的特殊时期,环境群体性事件呈现高发态势,有些环境型项目的建设陷入了"本为利民,闹即易停"的困局。本文借助行为公共管理学的新视角,分析环境型项目决策过程中政府与民众的互动,得到"两个转变"的结论:"公众理解科学"认知框架需转变为"公众认识论"认知框架;相应的,政府与民众的单向作用并由专家发挥中介影响的互动模式需转变为政府与民众的双向作用并由专家发挥调节影响的互动模式。基于此,建议改变由官僚专家和技术专家主导的政府决策路径依赖,转向充分的民主决策。

With the development of economy and the transformation of society, China has entered a special period of diversification of interests and complexity of contradictions. In recent years, the occurrence of environmental mass incidents has an upward trend, and the construction of environmental projects has plunged into a dilemma of decision-making. Based on the perspective of Behavioral Public Administration, this article analyzed interaction between government and people in environmental projects decision-making. The results indicated that the cognitive framework of Public Understanding Science ( PUS ) should transform Civic Epistemology; meanwhile, the one-way interaction by mediating of experts between government and people should transform the two-way interaction by moderating of experts between government and people. In the last, this article explored how to improve the level of government decision-making in the new era. This means changing the government decision-making model led by bureaucrats and technical experts to a full democratic decision.
