不平衡是指横向发展面的失衡、失调。横向发展面主要体现在空间结构、产业结构、供需结构、领域结构、群类结构、文明结构等方面。不充分是指纵向发展面的缺乏、不足。纵向发展面主要体现在生产力发展、全面深化改革、全面发展、供给侧结构性改革、需求侧结构性改革等方面。不平衡、不充分既互相作用又互相融合。不平衡发展主要体现在空间发展的不平衡、民生发展的不平衡、"五位一体"发展的不平衡、意识形态发展的不平衡等方面。不充分发展主要体现在生产力发展不充分、全面深化改革不充分、科技发展不充分等方面。为此,需采取创新发展、关注民生、调整结构、配置资源、测度效果作为解决不平衡不充分发展的对策。

Imbalance refers to the imbalance of lateral development.The lateral development is mainly in spatial structure,"industrial structure,supply and demand structure,field structure,group structure,civilization structure,etc.Inadequate refers to the lack of vertical development.The vertical development is mainly reflected in the development of productiv!ty,comprehensively deepening reform, comprehensive development,supply-side structural reform,and demand-side structural reform.Imbalances and inadequacies both interact and merge with each other.The unbalanced development is mainly reflected in the unbalanced development of space,unbalanced development of people's livelihood,unbalanced development of "five in one",imbalance of ideological development and other aspects. The underdevelopment is mainly reflected in the inadequate development of the productive forces,inadequate overall deepening of reform and inadequate technological development.We should adopt innovative development,focus on people's livelihood,adjust the structure,allocate resources and measure effect as the countermeasure to solve the unbalanced and inadequated development.
