海南自由贸易区(港)人力资源服务业发展研究——基于产业集聚理论的视角

Research on the Development of Human Resources Service Industry in Hainan Free Trade Zone(Port)——Based on Industrial Agglomeration Theory

推进海南自由贸易区(港)人力资源服务业集聚发展是实现海南行业规模经济的有效途径,有利于培育现代服务业新增长点和新动能,打造自由贸易试验区人才战略高地,助推海南人力资源服务市场与国际劳动力市场接轨。基于产业集聚理论,就海南人力资源服务业集聚发展的内生机制和外生动力做了SWOT分析,并针对性地提出了海南自由贸易试验区(港)人力资源服务业集聚发展的对策:主动匹配总部经济和十二大重点产业发展需求;引进和培育并壮大人力资源服务机构力量;充分释放自由贸易试验区(港)政策红利以深化行业改革开放。

Promoting the agglomeration and development of human resource service industry in Hainan Free Trade Zone (Port)is an effective way to realize the scale economy of the industry,which is conducive to cultivating new growth points and new driving forces for modem service industry,building a talent strategy highland for Free Trade Zone (Port),and promoting the integration of Hainan's human resource service market with the international labor market.Based on the theory of industrial agglomeration,this paper makes SWOT analysis about endogenous mechanism and exogenous dynamics of Hainan's human resources service industrial agglomeration and puts forward the countermeasures for the Development of Human Resources Service Industry in Hainan Free Trade Zone (Port):to match the needs of the Headquarters Economy and the 12key industries actively;to import and foster and strengthen the human resources service institutions;to release the flee trade zone (Port)policy to deepen the reform and opening up of the industry fully.
