世界一流军队国防语言能力建设研究

Research on Building World-class National Defense Language Capabilities

在分析了世界一流军队对国防语言能力的需求以及建设通行做法之后,论文阐明了以美国为代表的世界一流军队国防语言能力建设的主要构成:注重数量、质量、科学技术以及军民融合。在构建中,世界一流军队国防语言能力需要通盘考虑做好以下几个方面的平衡:全面发展与有限建设,军事外语与通用外语,常态培养与应急培训,军队培养与地方培养,技术路线与人工路线。在实际执行中,世界一流军队需要做好以下三个维度的战略设计:面向未来,超前布局;面向世界,超常建设;面向实战,超强训练。

After an analysis of the universal needs and practice of the world-class armed forces in the building of defense language capabilities,the paper clarifies the major components of the building of defense language capabilities by world-class armed forces as represented by the United States: quantity,quality,science and technology,and civilmilitary integration. It is suggested that it is essential to strike a balance in the following paired facets: overall development and limited development,foreign languages for military purpose and foreign languages for general purpose,normal development and training for emergency needs,training by the military and training by the civil sectors,technological development and manpower development. In the actual implementation,the world-class army needs to consider the following three dimensions of strategic design: future orientation with planning in advance,world orientation with unconventional development and battle orientation with heavy training.
