中国纪检监察派驻制度的梳理与追溯——从派出、派驻到纪检监察派驻

Combing and Tracing the System of the Accredited Agency of China Discipline and Supervision Commission——From Dispatched,Accredited to Accredited Agency of Discipline and Supervision Commission

纪检监察派驻制度是中国共产党党内监督的重要创新与制度安排。目前,学界对于纪检监察派驻制度的研究主要集中在派出监督、纪检历史以及派驻机构三个层面,成果相对欠缺。通过梳理不难发现,中国纪检监察派驻制度是由中国古代、近代及至当代,从"派出—派驻—监察派驻—纪检监察派驻"发展演变而来,且根据领导体制的不同,可以将其划分为直接领导、双重领导、统一领导三个阶段。总之,本文通过文献、历史、发展阶段的梳理,以期对纪检监察派驻制度获得一个尽可能全面、清晰的了解与认知,从而更好地发挥其在实践中监督执纪问责的功能。

Accredited agency of China discipline and supervision commission is an important innovation and institutional arrangement of the CPC inner-party supervision.Atpresent,academic research on the system of disciplinary inspection and supervision is mainly focused on three levels,dispatched supervision,disciplinary inspection history,and accredited agencies.And the research results are relatively scarce.After combing the results,it is not difficult to find out that the Chinese inspection and supervision system has evolved from the development of "dispatched-accredited-monitoring accredited-accredited agency of discipline and supervision" in ancient,modern,and contemporary China.According to the leadership system,it can be divided into three stages,direct leadership,dual leadership and unified leadership.In short,this article combs the literature,history,development stage of the accredited agency of China discipline and supervision commission to obtain a comprehensive,clear understanding and cognition to play the role of supervision and discipline accountability in practice better.
