摘要 对于成长初期的中国社会企业而言,以PPP为中心的公共服务供给机制改革是一柄"双刃剑",既为社会企业创造了前所未有的机遇,也给社会企业带来了严峻的挑战。PPP为社会企业带来了更有利的政策环境、更多元的融资渠道、更广阔的创新空间和更宽松的社会氛围;同时,PPP也对社会企业的市场运作能力、资源整合能力、内部治理能力和风险防控能力提出了挑战。在此背景下,当前社会企业发展策略的重心是兼顾社会使命和商业运作、重视人才培养和跨界协作、完善制度规范和内部治理、平衡业务创新和风险防控。 For Chinese social enterprises in the early days of growth ,the reform centered on PPP of public service supply mechanism is a "double-edged sword",which not only creates unprecedented opportunities for social enterprises,but also brings severe challenges to social enterprises.PPP has brought more favorable policy environment,more diversified financing channels,broader innovation space and looser'social atmosphere for social enterprises.Meanwhile,PPP also challenges the abilities of social enterprises in market operation,resource integration,internal governance and risk prevention.In this context,Chinese social enterprises should focus on giving consideration to both social mission and commercial operation,attaching importance to personnel training and cross-border cooperation,improving institutional norms and internal governance,balancing business innovation and risk prevention.
