城镇化与中国乡村振兴:基于乡村建设理论视角的实证分析

Village Urbanization and Rural Revitalization in China:An Empirical Analysis Based on Rural Construction Theory

本文基于乡村建设的理论视角,构建了乡村发展水平测评指标体系,运用中国家庭追踪调查(CFPS) 2014年的数据,实证测算了我国乡村发展水平,并深入分析了城镇化对乡村发展的影响效应和作用机制。研究结果表明,乡村宜居条件在乡村综合发展水平上具有较高权重,是当前乡村建设和发展的主要内容之一;乡村发展的东西差异明显。城镇化对乡村发展水平的整体效应为正,其正向影响主要体现在产业非农化方面;人口的城镇化迁移会抑制乡村发展水平,抵消部分产业非农化带来的正向促进效应。城镇化主要通过经济促进效应、组织治理效应、公共服务滞后效应和宜居条件改善效应对乡村综合发展产生影响。不同地区的城镇化水平对乡村发展呈现出不同的影响效应,东部地区的城镇化对当地乡村发展具有促进效应,中西部地区的城镇化则抑制了当地乡村的综合发展。

This paper constructs a rural development level evaluation index system on the basis of rural construction theory.We measured the level of rural de,elopment in China,and analyzed the effects and mechanisms of village urbanization on rural development using CFPS data for 2014.The results show that rural environmental ,sanitatign has a higher weight on the level of comprehensive rural devel- opment and is one of the main contents of current rural construction and development.The overall effect of village urbanization on the level of rural development is positive,and its positive impact is mainly re- flected in the non-agricuhuralization of the industry.The urbanization migration of the village population will inhibit the level of rural development and offset the positive development brought about by the non- agricuhuralization.The urbanization of villages has economic promotion effects,organizational governance effects,public service lag effects,and human settlements improvement effects on rural devel- opment.The urbanization of villages in different regions has different effects on rural development.In the eastern region,it has a promoting effect on the development of local villages.While in the central and western regions,it plays the opposite role.
