The Development of the Communist Party of China's Major Theoretical Understanding of the Social Security System since the Reform and Opening-up

改革开放以来,中国共产党对社会保障制度重大理论认识逐步发展和深化。其在功能定位方面,实现社会保障逐步从推进国有企业改革的重要条件发展到保障人民生活、调节社会分配的一项基本制度;在社会保障制度目标方面提出了保障和改善民生、全面建成小康社会和满足人民对美好生活的需要;在社会保障制度理念方面提出了就业是民生之本、促进社会公平正义和共享发展;在社会保障制度发展道路方面强调社会保障制度的中国特色、城乡统筹发展和可持续发展。中国共产党对社会保障制度重大理论问题的认识构成中国特色社会主义理论体系的重要内容,是中国共产党对马克思主义社会保障制度理论的重要贡献。

Since the reform and opening-up,the CPC has gradually developed and deepened its understanding of the major theory of the social security system.The social security system has gradually transformed from taking a serving position to facilitate the reform of state-owned enterprise to a basic system for safeguarding people's lives and regulating social distribution.It is proposed that the goal of the social security system is to guarantee and improve people's livelihoods,contribute to a well-off society in an all-round way and satisfy the people's needs for a better life.Regarding enshrined ideas of social security systems,it is proposed employment has a vital bearing on people's wellbeing,while social equity,justice and shared development should be promoted.In terms of developmental pathways,Chinese characteristics,integrated urban and rural development and sustainable development are highlighted.The CPC's understanding of the major theoretical issues of social security systems constitutes an important part of the system of theories of t socialism with Chinese characteristics and an important contribution to the Marxist theory of social security.
