Social Security in the First 30 Years after the Founding of the PRC

中华人民共和国从成立到改革开放前(1949—1978年),依托特有的政治、经济和社会体制,创造了符合社会事业规律、具有独创性的社会保障制度。这一制度着眼于社会事业优先发展,把社会保障嵌入基本的政治经济制度中,具有较高的福利性和公益性,其与群众工作相结合,并采取符合国情的本土化路径。这一时期的社会保障不仅有效支撑了中国的经济起飞,而且大幅度提高了人力资源水平,增进了社会团结,为改革开放打下了坚实基础,其有益历史经验值得在新时代继续发扬光大。

From the foundation of the PRC until the launch of the reform and opening,up (1949-1978), China relied on its unique political,economic and social systems to create a social security system that is in line with its stage of development and the rules of social development.This social security system gives priority to human,rather than pure economic development,and embeds social security into the basic political and economic systems.It combines with mass movements and adopts a localized approach tailored to China's national circumstances.In maintaining a relatively higher welfare level and protecting the interest of the public,the system not only effectively guaranteed the economic take-off of the PRC,but also greatly improved the level of human resources and social solidarity and laid a solid foundation for China's reform and opening up.This successful historical experience should continue to be carried out in the new era.
