系统梳理国内外学术期刊影响力评价指标体系研究概况,剖析存在的问题。英美两国是期刊评价理论发源和实践的先行者,尤以美国科学信息研究所的贡献最为突出,我国则以吸收总结国外经验为主,同时保持多元化发展。在学术期刊影响力评价体系研究方面,目前国内外的期刊评价指标体系颇多,可供科研管理部门更多选择,同时也存在评价体系之间未统一;过分依赖定量评价方法和结果;评价时滞长;缺乏监督机制等问题。此外,几乎每个单一的学术期刊影响力评价指标均存在局限性,而多指标综合评价体系中指标的权重问题也一直是期刊评价的难点和重点。亟需在吸收总结国内外期刊评价中有益经验和做法的基础上,通过深入调研分析与专家咨询论证,建立以学术价值为核心,以创新性为基石的,更为科学、公正、合理的学术期刊影响力评价标准与评价指标体系。

This paper aimed at systematically reviewing the research status of the evaluation index system of academic journals at home and abroad to analyze the existing problems. The United Kingdom and the United States are the forerunners in the origin and practice of journal evaluation theory, especially the contribution of the American Institute of Scientific Information, and China is mainly focused on absorbing and summarizing foreign experience while maintaining diversified development. In the research of the impact evaluation system of academic journals, there are many evaluation indexes system of journals at home and abroad, which can be used for scientific research management and departments for more choices. At the same time, there are also problems such as uncoordinated evaluation systems, excessive reliance on quantitative evaluation methods and results, long evaluation lags, and lack of supervision mechanisms. In addition, the impact evaluation indicators of almost every single academic journal have limitations, and the weight of indicators in the multi-index comprehensive evaluation system has always been the difficulty and focus of journal evaluation. On the basis of absorbing and summarizing the useful experience and practices in the evaluation of domestic and foreign journals,through in-depth research and analysis and expert consultation and argumentation, we will establish a more scientific,fair and reasonable academic center with academic value as the core and innovation as the cornerstone.
