特别行政区基本法的理论与实践研究——以澳门“一国两制”实施为视角

Theoretical and Practical Research on the Basic Law of Special Administrative Regions——From the Perspective of Implementing the "One Country,Two Systems" Principle in Macao

澳门特别行政区实施"一国两制"和《基本法》的经验启示:第一,要全面准确地理解"一国两制"和《基本法》;第二,要坚定不移地实施"一国两制"和《基本法》。要做到全面准确理解,首先要系统地掌握理论;其次要向普罗大众普及理论,用理论指导实践。要做到坚定不移地实施,首先要通过立法将《基本法》的规定具体化程序化;其次通过司法解释和判决将《基本法》的规定细则化可操作。只有做到理论与实践的有机结合,才能保障"一国两制"和《基本法》的正确实施。

Experience has been gained in implementing the principle of "one country,two systems"and the "Basic Law"in the Macao Special Administrative Region.First,we must have a full and accurate understanding of the "one country,two systems" principle an^t the "Basic Law";second,we must unswervingly implement them.To have a full and accurate understanding,we must first grasp the theory systematically,and then popularize the theory to the general public and use theory to guide practice.To unwaveringly implement them,we must first make the provisions of the Basic Law more detailed through legislation;secondly,we should make the provisions of the Basic Law specific and operatable through judicial interpretation and court judgment.Only by organically combining theory and practice can we ensure the correct implementation of the principle of "one country,two systems" and the "Basic Law".
