美、俄、日、德国有林治理体制比较研究

A Comparative Research of State-owned Forest Governance Systems in the United States,Russia,Japan and Germany

深化我国国有林区改革是推进国家治理现代化十分重要的组成部分,直接决定我国林业建设的好坏,关乎我国生态文明和美丽中国建设,关乎我国两个百年奋斗目标的实现。基于此,本文以国有林治理体系相对比较完善的美国、俄罗斯、日本和德国为基础,分析其国有林治理体制的特点和规律,比较其优劣异同,进而梳理出这些国家先进的管理经验,总结出体制设计的科学规律,并针对我国目前国有林区治理体制面临的问题和困境提出切实可行的对策和建议;

Deepening the reform of China’s state-owned forest areas is an important part of advancing the modernization of state governance.It directly determines the quality of China’s forestry construction,and it is related to China’s ecological civilization and beautiful China’s construction,which is related to the realization of China’s two hundred-year struggle goals.Based on this,this paper analyzes the characteristics and laws of the state-owned forest management system,based on the relatively perfect state-owned forest management system,the United States,Russia,Japan and Germany,and compares their advantages and disadvantages,and then sorts out the advanced management experience of these countries.Summarize the scientific laws of system design,and put forward practical countermeasures and suggestions for the problems and dilemmas faced by China’s current state-owned forest management system.
