河长制下黄沙港河道岸线资源开发利用评价

Evaluation on the Development and Utilization of River Shoreline Resources under River Chief System of Huangsha Port

针对河道岸线开发利用管理和发展存在的诸多问题,采用PSR模型构建河道岸线资源评价指标体系,从自然环境、社会经济和开发利用现状分析河流现状,耦合层次分析法和熵权法确定评价指标综合权重,建立模糊优选模型评价河道岸线资源。对比建湖县黄沙港八个乡镇的现状,得出乡镇间发展差距较大,大多数乡镇不能协调发展。表明该评价方法能够反映乡镇发展现状,明晰发展不足和改善重点,并提出合理建议。

As many problems existing in the process of management and development of river shoreline,this paper evaluates river shoreline resources from current river status in natural resource condition,Social economic condition and development and utilization condition,based on the PSR model which constructs the evaluation index system of river shoreline resources,by the means of synthesizing the AHP and entropy weight method,and assessing with the fuzzy optimization model.Taking Huangsha Port as an example,the paper compares the current status of eight areas in Jianhu County and presents a great gaps among districts and incoordinable developments for most of them.The evaluation reflects the current development situations,deficiencies in counties,and presents appropriate suggestions.
