Thoughts and suggestions on expanding and deepening Sino-Africa oil and gas cooperation under the Belt and Road Initiative

回顾中非合作历程、现状和前景,剖析中资石油企业在中非合作中的战略定位,面临的机遇与挑战,提出对策和建议:落实"一带一路"倡议,制订中非油气合作整体规划,建立非洲油气风险勘探保障机制;统筹考虑国家和企业利益,优化中非油气合作战略布局;明确中资国有企业的战略定位,充分调动其参与中非油气合作的积极性;发挥中资国有企业的竞争优势,与资源国政府开展互利共赢合作;加强资源国风险预警,建立应急管理体系,防范和化解经营风险。

The paper reviews the history,current situation and prospects of China-Africa cooperation,analyzes the strategic positioning,opportunities and challenges faced by Chinese oil companies in China-Africa cooperation,and puts forward five key suggestions:implementing the Belt and Road Initiative,formulating an overall plan for China-Africa oil and gas cooperation,and establishing a mechanism for ensuring oil and gas exploration risks in Africa;giving overall consideration to the interests of both the state and enterprises and optimizing the strategic layout of China-Africa oil and gas cooperation;clarifying the strategic positioning of Chinese state-owned enterprises and fully mobilizing their enthusiasm to participate in China-Africa oil and gas cooperation;giving full play to the competitive advantages of Chinese state-owned enterprises and conducting win-win cooperation with governments of resource-rich countries;and strengthening early warning of risks in resource countries,and establishing an emergency management system to prevent and defuse operational risks.
