摘要
文章以中国能源产品的内涵价值为研究对象,基于中国最新核算的投入产出表和能源消费统计数据,编制由能源部门和非能源部门构成的混合型能源投入产出简表,利用投入产出分析方法对各种能源产品的内涵价值进行科学测度,并与实际市场价格进行对比分析。结果表明,高污染化石能源的市场价格水平明显低于其内涵价值,不利于通过市场机制进行能源消费结构优化,宜通过行政管控措施降低高污染能源的消费,实现国民经济的绿色低碳发展。
This paper takes the embedded value of Chinese energy product as the research object, compiles hybrid energy input-output summary table of energy sectors and non-energy sector based on the latest input-out table of China and energy consumption statistics, uses input-output analysis method to scientifically measure the embedded value of various energy products,and makes an analysis and comparison with the actual market prices. The results show that the market price level of highly polluting fossil energy is obviously lower than its embedded value, which is not conducive to the optimization of energy consumption structure through market mechanism. Therefore, administrative control measures should be adopted to reduce the consumption of highly polluting energy and achieve green and low-carbon development of the national economy.
