AI and Governance Reform

人工智能的兴起是本轮技术革命从导入期进入展开期的转折点。社会发展历史表明经济—技术变革与社会—制度变革之间存在双向运动。要应对人工带来的治理挑战,必须提升社会制度化水平。我国处于现代化和后现代化两重叠加,亟须建构和完善多层次、多主体的治理网状结构,同时加强多维度、多样式的治理方式和手段。

The rise and development of AI marks a significant change that the current technological revolution has been experiencing the transition from "the installation period"to "the deployment period".The history of social development shows that there is a two-way movement between economic technological change and social institutional change.Therefore,to cope with the challenges brought by AI,we must improve the level of social institutionalization.Today's China is facing the challenges from both modernization and post-modernization.It is urgent to construct and improve a multi-level,multi-agent governance network with multi-dimensional,multi-parttem governance means.
