中国社会治理方式法治转向是实现国家治理能力与治理体系现代化的必然选择,是国家现代化的一般性诉求。基于国情的"特色",中国社会治理方式法治转向有其独特之处:一是与社会核心价值观中的法治价值观有着密切的关联性;二是国家主导与民众参与的交互性;三是德法兼治的辩证统一性;四是以人民美好生活为依归的指向性。

Rule by law is a mode of transformation of Chinese social governance in order to realize the modernization of national governing system.Under the guidance of comprehensive strategy of rule by law,progress has been made in the construction of government and state.Laws and regulations have been formulated,legal quality of the mass improved,and rule by law of the entire society promoted.The writer of this paper discusses the rule by law in Chinese social governance in relation to the core social values and other characteristics in the transformation of social governance.
