摘要
陆海统筹治理是一个特定的概念,蕴含着十分丰富的内容,对边疆地区治理具有引领作用,具有重大的实践创新。陆海边疆统筹治理存在边疆发展、边疆稳定和边疆安全三个基本问题。边疆陆海统筹治理的法治举措是:增强陆海统筹治理的海洋意识、建立陆海统筹治理的融合机制、强化陆海统筹治理的法治理念、构建陆海统筹治理的法治体系、完善陆海统筹治理的补偿机制。
Land and sea management is a specific concept, which contains a very rich content, has a leading role in the governance of frontier, and has significant practical innovation.There are three basic problems in the overall management of land and sea frontier : the development of frontier, the stability of frontier and the security of frontier. The legal measures of overall management of the land and sea frontier are: strengthening the consciousness of ocean management,establishing the integration mechanism for land and sea management, building a legal system of overall land and sea management, and improving the compensation mechanism for land and sea management.
