新疆作为古丝绸之路的必经之地,历史文化悠久,文化资源不仅丰富而且珍贵,如何有效保护和开发至关重要。因此,根据新疆多民族地区非物质文化遗产旅游资源的赋存情况,建立评价指标体系,对旅游价值进行定量分析和评价十分必要。新疆非物质文化遗产旅游资源基础价值较好,但遗产的质量状况、开发条件和开发潜力表现一般。所以在对其进行保护和开发的条件下,可以遵循科学规划,合理利用,公民参与,全面动员,制度创新,有力保障的发展思路,以及开辟特色民族生态旅游和政府多措并举,改善旅游软、硬件环境的提升措施。
