俄罗斯媒体市场化转型与集中化发展的法律基础

摘要 在苏联解体至今俄罗斯媒体市场化转型及集中化发展过程中,俄政府遵循媒体行业及其媒介产品的基本经济属性,在各阶段制订符合其发展规律的媒介法律与政府规制政策,实现媒体由舆论工具向现代传媒集团的转变及其集中化发展优势。随着俄罗斯媒体产业市场化的发展,俄政府及其立法部门不断补充和完善媒介法律法规,适时调整政府规制导向,形成了符合媒体市场化转型的社会环境、行业集中化发展属性的内在规律与要求的媒介法律体系。 During the marketization of Russian media and its centralized development since the collapse of the Soviet Union,the Russian government has,in light of the development features in different periods,enacted a series of media-related laws and administrative rules and regulations in accordance with the basic economic nature of both the media industry and media products. These laws and regulations have successfully ensured the transformation of Russian media from a voice of public opinions to modern media groups,thus gaining the superiority of centralized development. With the further development of marketization of the industry,the Russian government and legislature are constantly supplementing and perfecting the relevant laws and regulations to timely adjust government regulation guidance. As a result,a media-related legal system has been formed that meets the inherent principles of the industry as well as the social and economic conditions.
